Abstract

The work provides a novel measurement tool to systematize the international profile of local governments, called the International Participation Index. For this, firstly, a brief tour of the theoretical approaches that address the international actions of subnational actors is carried out and the existing schemes to measure internationalization are presented. Secondly, an alternative tool is proposed to account for variations in the international participation of local governments. Third, the indicator is applied to intermediate-sized local governments located in the Province of Buenos Aires (Argentina) with the aim of learning about these experiences and advancing in the comparison of profiles and internationalization trajectories of the municipalities in the region.
