Las respuestas de los Estados del Consejo de Cooperación del Golfo a la guerra ruso-ucraniana: un estudio de caso colectivo sobre política exterior (febrero de 2022 – agosto 2022)

Abstract

This article aims to identify and analyze a range of elements that can explain the strategies of foreign policy adopted by Saudi Arabia, the United Arab Emirates, Kuwait (EAU), Qatar, Bahrain, and Oman, specifically by the member states of the Cooperation Council for the Arab States of the Gulf (GCC) regarding the outbreak of the Russian-Ukrainian war between February 2022 and August 2022. We used a collective case study strategy and a synchronic approach to understand the development of these
positions throughout the period, and gathered primary and secondary sources, such as statements provided by senior officials of the countries mentioned in the realms of the United Nations, the GCC and their respective executives and foreign affairs ministries. This article examines how these six countries developed foreign policy strategies and how they responded to the war, an event of global significance.
Our analysis considered the five analytical dimensions that have the potential to explain the diplomatic attitudes evidenced by these six countries: the material dimension, the historical and identity dimension, the geopolitical dimension, the security dimension, and the dynamics of each monarchy's relationship with the United States and an emerging power such as Russia.
