EDITORIAL

We are pleased to present a new issue of the Argentine Foreign Policy Papers (CUPEA),

No. 143, corresponding to the first half of 2026.

This issue is the result of a call for papers devoted to "Africa in the Contemporary

International Scenario" and has been coordinated by Dr. Carla Morasso and Dr.

Agustina Marchetti. As Africa's relevance within the international system continues to

grow, many African countries are consolidating their position as key actors in debates on

multipolarity, South–South cooperation, and the redefinition of international agendas.

This increasing significance fully justifies the thematic Dossier presented in this issue.

Complementing this outstanding dossier are three peer-reviewed articles addressing other

pressing issues on the contemporary international agenda. Santiago Adolfo Schweizer

and Valentina Angaramo Berrone examine the transformations currently affecting the

international system in their article, "The De-normativization of the International

Order: Non-compliance and Crisis." The Middle East is addressed through Julieta

Espín Ocampo's contribution, "Palestinian Refugees in the Syrian War and the

Nakba," and Joel Foyth's article, "Low Profile, High Impact: The Role of the United

Arab Emirates in the Yemeni Conflict."

This issue also includes two reviews of recently published books on International

Relations in Latin America. Vanesa Castello reviews Theoretical Plurality and Diversity

in Contemporary International Relations, authored by Sagrario Morán Blanco and

published in 2025 by Universidad Rey Juan Carlos and Tirant lo Blanch (Valencia).

Benjamin Urbina reviews Latin American Thought in the Twenty-First Century, edited

by Eduardo Devés and Silvia T. Álvarez and published by CLACSO–Ariadna in 2026.

Before concluding, we would like to renew our call for submissions for the thematic

dossier of the second half of 2026, "International Relations and the Environment,"

coordinated by Dr. María del Pilar Bueno and Dr. Xira Ruiz Campillo. Environmental

issues have acquired unprecedented prominence on the international agenda over recent

decades. Climate change, the accelerating loss of biodiversity, the pollution of terrestrial

and marine ecosystems, and the degradation of natural resources, among other challenges,

have ceased to be concerns confined to specialists and have become major political,

economic, social, and security issues. We therefore invite submissions that examine the

intersection of international politics, global governance, and contemporary environmental

challenges from a wide range of theoretical and empirical perspectives.

Finally, we would like to remind our readers that, since 2025, the Argentine Foreign

Policy Papers (New Series) has adopted a continuous publication model, with the aim

of shortening editorial processing times and facilitating the more rapid dissemination of

scholarly articles.

We also wish to emphasize that the contributions gathered in this issue of CUPEA—each

of which has undergone a rigorous double-blind peer-review process—continue the

tradition of thematic diversity and analytical richness that has characterized CERIR and

its publications since their inception. Accordingly, the journal continues to welcome

submissions from scholars around the world, thereby fostering intellectual pluralism and

theoretical and methodological diversity.

At the same time, CUPEA remains an open-access publication, freely available to

academics, researchers, policymakers, students, and all readers interested in international

affairs and Argentina's place in the world.
